There are a number of overlapping indicators as follows:

Improved Access   Improved Road and Rail Systems in Caradon
  • Provision of Park & Ride facilities in the district
  • Amount or road traffic and use of public transport and cycling
  • Enquires should be made by Parish or Ward as to what improvements are wanted. For example in Calstock changes wanted include
    • The addition of a train to Plymouth approx. 09:10 (Gunnislake 09:00)
    • Later bus services from Callington (21:00) to enable parents who do not use cars to get themselves and their children home.
    Satisfying and rewarding work (employment) Self Employment or Employee Satisfaction
    • Local employment figures
    • Business start-ups and closures in Caradon
    I imagine that the majority of employees work due to financial considerations and therefore any satisfaction is subject to them receiving a nominal wage. Again a questionnaire asking what alternative work would a person prefer, given equal or better wages than they receive presently, would indicate how "satisfying and rewarding" their 'work' really is.
    Opportunities for Culture, Leisure & Recreation I'm not sure this is a realistic indicator. What are you trying to measure? Is it how much time is spent on leisure activities? if so then you should be quantifying the amount of time and financial resources are spent in pubs an club etc. including trying to find accurate data on how much time and money is spent on Ecstasy and other illegal drugs. There is definitely more culture in the pubs and night life even if more allegedly anti-social
    • Number of swims and other visits to leisure centres in Caradon per 1,000 population
    • Number and use of pubs and turnover
    • Number and use of 'teenage' night-clubs and analysis of the covert drugs taken
    • Number and use of alternative venues for drama and music
    • Number and use of venues that have a no-smoking policy
    • Number and use of outdoor activities
    Sensible use of Resources Measuring such resource use has it's reasoning, but why only to Council Buildings. Also the level of autonomy in such resources and zero carbon emission levels are more important than siting. In fact if such are fully integrated then siting should not be much of a concern. An alternative indicator could be
    • Amount of gas, water and electricity used in Council buildings
    • Number of new houses built on brown field sites
    • Amount of Electricity, Fossil Fuels and Water used
      • per dwelling / per person
      • in Council Buildings / Private Businesses
    • Level of autonomy and carbon emissions of all new buildings and
    • Progress on conversion of existing buildings to zero carbon emission and autonomy in resources
    • Investment and support of alternatives and low impact lifestyles
      • Corporate and public wind generators
      • Private use of solar panels and wind generators
      • Sustainable use of bio-mass
    Pollution Minimisation Pollution Recording and Prevention
    • Number of reported incidents of fly-tipping in the area
    • Number of pollution complaints
    • Levels of pollution reported in the monitoring programmes
    • River quality
    • Bathing water quality
    • Data on agricultural chemical contamination
      • of pesticide and herbicide contamination in food.
      • of the environment at application
      • residual levels in the soil and waterway
    • Reports of allergies, asthma and hospital data on environmentally induced illnesses
    • Drinking water and air quality
    • Increased levels and proximity of electromagnetic radiation
    • GM contamination in foods - unrecorded contamination
    • Traffic concentrations in living areas producing fossil fuel fallout.

    I think you need a watchdog that goes around the businesses in Caradon looking for data on how factories and farms deal with their waste.

    Minimisation

    • Amount of household waste that is being taken to landfill
    • Tonnage of materials being recycled (materials recycled and composted)
    • Cost of waste disposal from Council offices and buildings
    • Amount of household waste divided by number in household
    • Number of households composting their own bio-mass
    • Number, location and use of recycling collection points
    • Cost of waste disposal per person and per 'bag'
    Biodiversity Protection  
    • Net change in quantity and quality of locally important habitats
    • Encouragement of organic farming.
    • Planning preferences to people trying to establish conservation areas, agriculture and forestry enterprises that have environmental responsibility at the core of the business.
    Basic Needs  
    • Average no. of homeless in temporary accommodation during year
    • Council Housing Tenant satisfaction with opportunities for participation
    • Results of further stock condition survey and housing needs survey
    • Quality of accommodation
      • Council house improvements are to little, poorly worked and have little impact on conservation of energy or satisfaction of use
      • For families in temporary accommodation
    • Stock condition should be assessed by those living therein by personal approach not just a tick-it-off questionnaire, with the obligatory 'anything you would wish to add' box. No one really thinks the council will take input seriously so most can't be bothered to spend the time and effort filling out another query.
    Health Promotion and Care I find it depressing, unreasonable and abusive that
    THE ONLY INDICATOR you consider as representing health is DEATH
    It leaves me breathless!
    • Mortality by cause
    • Increase in illnesses by type
    Local Needs Met Locally Local Products and Services available Locally
    • Turn over of Local Farmers Markets
    • Number of members using a LETS scheme or Credit Union
    I prefer to remove the word 'need' as it has a dramatic nature that can give rise to an aggressive move towards it's acquisition.

    • Number of adult education students
    Types of qualification
    • Are young people seeking qualifications to get out of a 'poor' area
    • are the qualification suitable to the locality
    • are they solely or mainly based upon providing increased wealth and not any care for the environment.
    Community Safety  
    • Recorded Crime
      • Burglaries
      • Violence
      • Vehicles
    • Anti social behaviour
      • Domestic Violence
      • Drug use by school children, adult abuse and overall quality and availability
      • Drunkenness
      • Verbal abuse

    This is not a fully comprehensive reply to your query, far from it, it is a hurried response to the 'Indicators' this Sunday morning; but I hope it does show that someone does agree that there are concerns to be addressed and that like sustainability any analysis has to be dynamic.
